Request for Proposals: West Oakland Street Outreach

The City of Oakland Human Services Department is pleased to release the Request for Proposals (RFP) for West Oakland Street Outreach. The City is soliciting proposals from qualified agencies to conduct violence intervention programming with youth and young adults at highest risk for involvement in violence in West Oakland. The funds for this RFP come from the Oakland Public Safety and Services Violence Prevention Act (Measure Z). Please see below for important dates and to download the RFP materials.

  • RFP Issue Date: January 8, 2016
  • Bidders’ Conference: January 20, 2016, 2-4 p.m. (see below for a list of attendees; Q&A posted here)
  • Hard Copy Proposals Due Date: February 1, 2016

Required Schedules: The City of Oakland requires all contractors to fill out several forms to ensure they are in compliance with a variety of ordinances and laws. The following are required at submission. See the full list of additional forms that will be required post-award. Electronic copies of these documents can be downloaded here.

  • Schedule E: Project Consultant Team
  • Schedule O: Campaign Contribution Limits
  • (Optional) Schedule E-2: Oakland Workforce Verification Form

L/S/VSLBE Certification: If you are interested in submitting an application for funding apply to get certified by the City of Oakland NOW! All potential applicants are strongly encouraged to apply for certification as a Local, Small and Very Small Local Business Enterprise (L/S/VSLBE). Please click here for more information on the L/S/VSLBE program. Applicants may contact Vivian Inman in the Contracts and Compliance Unit at vinman@oaklandnet.com with questions regarding certification and requirements.

The Contract and Compliance Unit will also offer a two-hour Certification Workshop on Friday, January 22, 2016 from 10:00 a.m.-Noon. The workshop will be held at 150 Frank Ogawa Plaza, on the 2nd Floor in Computer Lab 2. To register for the workshop, please send an email to OaklandUniteRFP(AT)oaklandnet.com with “Certification Workshop” in the subject line.

Questions regarding the proposal process can be submitted by e-mail to OaklandUniteRFP(AT)oaklandnet.com and responses will be posted within two (2) business days on this website. Questions submitted by e-mail during this time and replies will be posted here. Questions will not be taken by phone.
